The agreed process for abortions in the UK is that if 2 doctors are of the opinion that the proposed termination complies legally and medically, then they sign to approve it going ahead.

If that process is circumnavigated, in a scenario such as you've outlined then it falls outside the debate we are having. Such as scenario is a result of an administrative failure.

It's not law - pretty easy to argue a report is not law. It's not like the laws are missing or hidden. its just text from a report.

I didn't say 10% are missing, why don't you go back and read what I said.
