Its just a report from a committee - its not law, there are all sorts of commentary in it.

Again no argument from me - it was notch saying they have to give a medical and legal approval.
The agreed process for abortions in the UK is that if 2 doctors are of the opinion that the proposed termination complies legally and medically, then they sign to approve it going ahead.
If that process is circumnavigated, in a scenario such as you've outlined then it falls outside the debate we are having. Such as scenario is a result of an administrative failure.
