part p is complete tosh it means nothing the fact is you can become competent in the governments eyes by completing a 12 week 3 hr a week course with a multiple choice test at the end and get the competent person scheme inspector to have a look at your apprenticed served qualified spark mates...

not sure on the two dfferent cable sizes but it is quite common to run two cables in parallel as a feed in some commercial and industrial installs.It would act as a ring final does but the two different size cables dont sound so good
