I'm 90% of the way through flooring my dining/lounge room but have come across 2 patches where the fireplaces have been that need filling to bring up to the level of the rest of the floor .

take some very careful measurements before it gets dot and dabbed of the centre of each socket . then drill a hole through and widen with a padsaw or something similar . you can get new back boxes specifically for plasterboard that will solve you depth problems .
i think the rule is so long as there is a place to wash your hands before you pass through an area thats used to prepare food then you are ok , it was changed about 3 years ago IIRC
i think there may be some regs about ventilation , it either has to have a window or have mechanical extraction...

In the same boat as you , looked at underfloor heating but decicded it would be too expensive as i'd be heating mother earth most of the time .

With some help i've installed a salamander RSP50 , its run fine for a week but this morning its stopped working . it runs for about 30 secs then stops . i took the bleed valve off the top of the cold pipe and nothing came out . after faffing around a bit this seems to have sorted itself...
