Can I use 4core swa two run 3 lights independently? So I would use one for neutral and the other 3 as each independent live. Or do I need a neutral for each

Provided the earthing is effective then yes you can use a common neutral.

Providing they are all on the same protective device it is fine.

Think of a standard domestic lighting circuit. That has one neutral feeding all points, with the lives feeding various switches.
