They seem to be ex council property all the stuff looks dated.
I could not find the board at first, then found 4 rewirable fuses inside what looked like a plastic switchfuse

No, seen them.
This was like that but plastic and white and the cover went right over the lot , thinking back the fuses were like the brown version of them fuses so must have been a later model
