Drain issue

Hello,

I've a drain problem outside of the flat, the neighbours downpipe is spilling into the front garden as you can see from the pic. I'm unsure as to how best to approach this to fix it without making a new hole for a drain cover, could anyone advise? It's causing a lot of water to come into the garden and seep into the walls.

The downcomer pipe ideally needs to be lengthened by a few inches, to extend below the drain cover which needs a hole cut through it to allow access.
At the very least a 'shoe' should be fitted to the end of the pipe which will direct the water closer to the drain.
If the drain cover is cast iron then a plastic equivalent should be available (easier to cut).
