Firstly, what does the chipboard sit on?

Secondly, what do you mean by "floorboards"? Laminates or "real" floorboards?

Chipboard would be a suitable substrait for either (although laminate would need a specialist underlay as well) providing the floor under the chipboard is sound to begin with.

A dampproof membrane on top of the chipboard might also be a good idea to prevent future damp problems damaging the new floor.
