glue left on walls

Hi whats the best product to remove glue thats left behind after stripping the wallpaer.
Also whats the correct way to start painting a room, walls first or is it skirting boards or ceiling?
Any help would be great

hot water and a wide scraper

start at the top and work down (drips and splashes will otherwise fall on your new work)
