help: garden tap frozen

Hi
I have an outside tap in the garden. I just noticed this morning it is dripping and there is a quite big patch of ice on the brick wall (due to water splashing onto it overnight). The tap is very stiff and hard to turn (I want to turn it off more to stop the dripping). I suspect the tap has frozen. Any tips on what I should do? Thanks a lot.

Pour some warm water over it and see if you can get an extra turn on it.

Wouldn't you be best turning it off inside the house?

Assuming of course you won't be using it again until the weather gets a bit warmer?
