I don't see anything in there that makes illegal the use of an HUK1 type of tap on an existing installation.

Perhaps you didn't read the first post on this topic.

If you are repairing it then fine

(4) Nothing in these Regulations shall require any person to remove, replace, alter, disconnect or cease to use any water fitting which was lawfully installed or used, or capable of being used, before 1st July 1999.

If replacing, not ok.

I don't want to interrupt the flow of any thread, but if I may just throw this in as a, (hopefully), relevant post...

I recently got a kit from Wickes wot cost me a tener and another tap which, I'm told, was cheaper at B&Q

So I just want to get a water supply to the outside from the main water pipe inside where I can shove on a Hoselock thingy, to water my garden and wash me car once in a blue moon.

Marks out of ten please? :D
