Paint Problems

Hi all, new here, I'm no expert!
I'm redecorating, and some patches of wall I'm painting, insist on bubbling and flaking off the wall? What would cause this and what can I do about it?

Did you apply a mist coat first?

A mist coat???
I don't know what that is? A light spray of paint I guess?
If so then no, it's had a coat of zinnser stain block, then a coat of one coat satin

Could be grease.

Might need sealing with oil-based paint first.

Are you painting on fresh plaster or a previously painted wall?
