SMEG DW710 E1 dishwasher wont clean items in top basket

The dishes in the bottom basket clean okay, but not the ones in the top. I've cleaned all the filters, spray arms, topped up the rinse aid, salt but all to no avail, this has been going on for about a year. i am now looking to buy a new one but i feel sure it's a problem that could be solved...if i new how. Please help.
