Vokera Linea 24 no CH but have HW

No, if it pushes on the combustion test but not on DHW then its working OK.

The boiler is evidently not coming on in the heating mode and that can be switching or external controls or any timeclock.

I concede the point that the actuator is OK because it does push in CO mode. It is early morning you know!!! I've just got out of bed!!
 
I haven't bled the radiators, during the CO test, they are all hot at the top and bottom.
Is changing the thermocouple an easy job?.

No diaphragm on this boiler.

Weargas, it does not have to be the actuator or the PCB. Boiler has preheat facility- that should be a clue.

There is NO thermocouple.

Can I suggest you call in someone who can fix your boiler. If you do this, you will not be changing parts needlessly. Ensure person who does call to fix your boiler ALSO does not rely on changing parts to effect a repair.

Initially I would steer clear of urge to replace the PCB.
