Wall starters on pebbledashing

Hi All

Need help:

One of my new wall has to join onto a pebbledashed wall. Do I need to remove pebbledashing to attach wall starter or would it be okay to attach wall starter onto pebbledash.

Best to scrape it off so the wall starter kit is flat onto the wall. I use a small shovel to scrape it downward and do wear a goggle
