weathering slate

help i have a weathering slate for my new soil pipe which is to go through a new roof how tight should the rubber of the slate be on the soil pipe as the hole in it at the minute is only about 65mm should i cut it to make it fit the 110 soil pipe or just force it through as a tight fit
