Oil storage tank question ??

Went to an empty property today , some new rad's required I noticed that in the cellar about 6 feet away from boiler the other side of a the wall is a 600 gallon oil tank (in cellar) the house is 2 floors , excluding the cellar , was installed in 1993 ! how would one classify this install ??
 
Not sure, it's not just NCS but not to past standards either for many reasons, but to me, because the fuel is venting into the room I'd class it as ID. Have you checked it contains oil and who on earth fills it.
 
Defenately got oil in it & it is in use , although property has not been occupied for about 8 month's ,iron pipe go's outside for filling , oil supplier I do not know ??
 
There are situations where internal storage is allowed but it's a very thorough set of fire/spillage containment rules. You could look them up and check the installation. Personally I wouldn't get involved.
