Vertical rads

I doubt they can, unless they are specifically designed to work that way, then they would only work that way.

With both feed and return at the top, the hot water would tend to whiz straight across the top rail and up the return without heating the the rad.

Introducing dip tubes into the rad construction, in effect extending the feed and return to the bottom of the rad. internally might work, but that arrangement would stop the rad working with conventional feed and return configurations.

It would probably make the valves a little bit inaccessible too.

Depends on the make/model you purchased. It would have had fitting instructions with it to say the flow and return connections.

Old radiators had their flow at the top and return at the bottom, as you wanted to get the heat to the top quickly, and as it cooled it flowed out the bottom. But modern day rads that are pumped do not require this setup. :)

Have not purchased yet, have feed and return from ceiling pipes and wanted to avoid having to run them down boxing in room so was hoping to find a rad that can be fed from top.

Even if you have feed and return pipes coming down, the return, at least, will have to be on the bottom of the rad to heat the rad effectively.

 As it is a vertical radiator - is there room behind it to run the return - in effect hiding it! :)
