Loft insulation on top of downlighters?

Hi - there are some downlights (ROBUS 12V fire rated) in the ceiling upon which I was going to put insulation (rockwool). Is this safe? Or do I need to keep the downlight bodies vented?

The problem is that if you don't have insulation, and do keep them vented, then how do you comply with (specifically) Parts L and C of the Building Regulations?

What's above the ceiling?

Thanks - common-sense told me it didn't look like a good idea. What's above the ceiling? Loft space.
