Water value painted over and stuck

many a stopcock out there painted or not that wont turn by hand before using a spanner to get it turning.
 
Scrape and clean paint off the stopcock spindle just behind the handle bar,

Loose up the packing gland nut, should be enough to turn handle by hand, if not, apply WD40 on gland nut, give it time to work through, can try with a spanner but risk of shearing off the handle.

Thank you very much for the advice. I have managed to scrap off the paint and the small nut immediately behind the front valve (which I think is used to tie in the valve) has started to move but the valve itself is stuck solid. It is not bulging no matter how much WD40 I put on it.
