Extend a metal hole

After redecorating a staired hallway I've just changed a wooden handrail with three support brackets for one of these:

Good value for only 70 quid - part of the value is achieved by selling the kit in three pieces with four brackets - and therein came the problem.

It appeared convenient to reuse the existing holes for the top and bottom bracket and we filled the holes from the centre bracket. Due to a little ineptitude and a slightly wonky wall one of the brackets has ended up about 4mm too low.

I'm thinking that the best solution is to expend the hole in the metal (ally/steel) longitudinally in order to allow the bracket to move the 4mm. What bit do I need to grind the hole in the bracket? Is the correct tool a reamer or would I be best using something else?

So you've drilled the holes in the wall? And want to adjust the metal bracket to suit the holes?

Surely the hand rail is at a curious angle now?
You'd need to shift a lot of metal to gain 4mm and it doesn't look like the brackets would take that.....a reamer isn't what you need.
You would drill another hole in the metal and then join them with a warding file to achieve what you say.
Re drill the wall if at all possible.

Remove bracket, drill new hole in handrail in correct position (marked in advance), screw bracket back in using new holes.

The original wall marking was the error. There is no hole in handrail. The handrail fixing is non-adjustable

There is sufficient metal to extend the hole - I'm just looking for a tool to do it.

A Die Grinder would do it, maybe local garage would do it for you?.

Drill a new hole in the wall.
Or enlarge the existing incorrect hole, fill with rapid set cement, fit handrail and wait for it to dry

I still reckon to get another 4mm out of that - presumably that's each bracket hole too - would be asking a fair bit!
However, I'd drill the holes out larger and get stuck in with a rat tail file.
