That means the member state will make a decision with the Commission's opinion in mind.
It does not mean that they need the permission of the Commission.

The clauses in the contract have absolutely nothing to do with the Italian block on the export, nor the temporary stopping of the use of the vaccine due to blood clot concerns.
The contract was drawn up way before any export of vaccines was a pipe dream, and the contract would certainly not have any clauses relating to export bans of vaccines.
You do like conflating totally different discussions.

The reason the EU went as a group was to avoid their members squabbling for the various vaccines. An EU spokesperson mentioned that there is some ill feeling in Germany as they are exporting vaccine even to the UK. It's seems that the UK Az plant isn't exporting at all but no definite proof either way.
