sealing between window and carpet

Hi
I have recently bought a small flat and have found it freezing every morning.
I've noticed that sealing where the ceiling-to-floor window joins carpet is becoming loose and broken (picture attached), and a cold wind from outside was coming into the bedroom through a small gap.
Is there any way to re-seal this joint? I've placed a peice of toilet paper to fill the gap for now but I'm wondering if there is a particular silicone or sealer that can be safely placed.

Frame sealant.

It should be anti-mould sealant, so that will likely mean a silicone type.
