Heating not coming on

I assume by joining the wires 1 + 3 just get the heating going it controller is bad & would just go to full temp possible.
Other way round, joining the wires over rides the controller, so no matter what lights are on or off the boiler would come on the problem is at the boiler end
 
on the boiler the button marked with the spanner, press that and hold till the flame light comes on, does the boiler stay on and the rads start to get warm
 
Yes the flame light came on but the gauge went from 1 bar straight to 2 bar then back and forwards rapidly.

I then switched the boiler off.

Should I do it again but just leave it and see or does the above tell you something and I should leave it ?

British Gas was here no less than 2 minutes.
After taking the front cover off he could see the problem. There is a Silicone like cover which slides into / around the diverter valve. This has been put on wrong by the last engineer who replaced a pipe above it say 2 months ago. It’s purpose is that should the plastic pipe above drip it then directs the drip to the left a touch as opposed to dripping on the electrics directly below.
With it not quite pushed home correctly when the diverter valve tried to move down it hit this silicone part thus not being able to do it’s job. Heating now on & hot.
