I've had no luck in finding another source stating whether USAID or another US Department funded:

• $32,000 for an LGBTQ comic in Peru

The objectives of funding in that link are eye opening.

"To support the achievement of U.S. foreign policy goals and objectives, advance national interests, and enhance national security by informing and influencing foreign publics and by expanding and strengthening the relationship between the people and government of the United States and citizens of the rest of the world."

That is what is it all about, the sums are miniscule as a percentage of US spending. But those worthwhile objectives have now been cancelled.
