I have found the full report now. It shows that the work on these new sentencing guidelines started in 2022 and there was a public consultation from November 2023 to February 2024. So, all of this work was carried out under the last government. As regards ethnicity and pre sentence reports, this is what the sentencing council has said:

Regarding ethnicity, the Imposition guideline review of trend analysis published in 2023 found no clear evidence of differential impacts on the Imposition guideline for different demographic groups. However, it highlighted that the proportion of black offenders receiving a community order continues to be lower than white offenders, even after the implementation of the guideline. One possible interpretation of this gap between the proportion of community orders is that the Imposition guideline had a greater impact for white offenders than for black offenders, in relation to the increase in proportion of community orders. While the trend analysis alone is not evidence of a disparity due to the guideline, the Council believes that the revised guideline may be able to contribute to addressing this observed imbalance by emphasising that the court should request a PSR for female offenders from an ethnic minority background to ensure it has sufficient information about the offence and the offender before sentencing. An HM Inspectorate of Probation thematic on race equality in probation placed considerable importance on quality PSRs for black, Asian and ethnic minority offenders. The Council therefore disagreed with the justifications given for removing this cohort from the list of cohorts, and also disagreed with the justification given for removing ‘those at risk of a custodial sentence of 2 years or less’.

Now that's a more interesting point of view. I don't know why those criteria have been chosen to get a pre sentencing report. Or in other words why those criteria are now enough to pay attention to when examining the circumstances of the offender.


Because those who prepare pre-sentencing reports may have received their training and experience in times-long-since-passed, and basically need a refresher on things to explicitly consider?

A bit like going into a [equality / diversity / speed awareness / whatever] course with the attitude of "this'll be four hours of my life I'll never get back!", only to eventually realise that you actually learned something from it.......

Explain to me then how if as you say you move money about easily. You said on 3rd of Feb you were going to buy some more premium bonds indicating you must have sold some in jan . so that would have been between then and now how we're those bonds in the 1st of March draw . Which couldn't happen . Why lie

A Pre-sentence report pilot scheme operated in 15 magistrates’ courts started in 2021:

'The pilot launched on 22 March 2021 and was rolled out across 15 magistrates’ courts in 4 phases over 8 weeks.'

And was launched as a result from a Sentencing White Paper published in September 2020.

The sentencing council introduced it, Labours Justice secretary says she wants it removed.

Is . going to admit the reality is the opposite of what Telegraph and Jenrick claimed?
