What's happening here? Pipe on external wall to combi boiler leaking brown

On the other side of the wall is the combi boiler for the house. Anyone know what's happening here? I know it's some kind of leak but what is this pipe and how much am I looking to get this repaired? Why is this pipe sticking out and back in in the first place?

When the weather was colder, hot water in the shower would randomly go cold for 20 seconds or so before turning hot again, guessing this is something to do with it?

Water being released through the pressure release valve/pipework. When last was the boiler serviced?
 
Ah right it's been around 5 years so that makes sense, will get it serviced thanks
 
Actually just Googled it, is it a normal service I would need or would I now need to get the whole system power flushed?

Could be just the pressure vessel needing looked at. Mention it when you book the service.
