Let's substitute 'average' if its less offensive.

They're typically less comfortable with modern technology than the national average. They're also more likely to be out of employment so less of a target audience.

Limiting technology to the lowest level of competence is not a good plan.

Don't confuse competence with common sense. The competency of many of the younger generation, who stumble around gawping at their phones with drool coming out of the corner of their gobs, cannot be said to represent the pinnacle of the human species.

If youre using a Nokia 105 then you're either a child who has been given it to ensure they don't use age inappropriate content, have a specific need for a long battery life device, or have deliberately chosen not to interact fully with the modern world. All modern services expect access to emails and smartphones.

It's your choice to make, who knows maybe it'll make you happier/healthier/wealthier. But if you choose to step out of society then society will move on without you.
 
A self employed person is a service provider, there are no legal checks required to determine that, for example the bloke who fits your carpets is entitled to work in the UK. He provides you with a service.

My friend is self-employed.
He - in your words - "provides a service" to banks and the like, in his role as an IT-type wallah.
Are you trying to claim that those "banks and the like" are exempt from any responsibility for ensuring that he is legally-entitled to work in the UK?

It is a lifestyle choice, I find mobile phones invasive, my work phone is basic it doesnt have an answer machine either. I can be contacted via a phone call, not WhatsApp or messenger or text message or email.

I have a laptop for emails and apps.

Am I missing out?

It may not be the best wording but it's not wrong. By refusing to use modern services you will be less capable/competent when youre eventually forced to interact with them by reality.

Has the price for this online service been announced yet? I'll put a bet on it not costing a penny.

I believe the passport and drivers licence systems are interconnected. Which means we have a system to start it with.
Yes, the one was used as ID to renew my other recently.
The NHS issues are caused by 50,000 independent GP surgeries (small businesses run by old people) and 150 NHS trusts with their own independent selection of IT kit and processes and covers a huge amount of highly sensitive data. It was a far more ambitious job.
Will feedback be built in? In other words can you speak to someone to correct data errors, or raise fraud concerns? A lot of the issues with ID systems is that the ability to contact someone promptly, and get something done promptly, is lacking.
