I'm guessing these are all issued by the private companies that councils are outsourcing enforcement to? There's been a few ridiculous ones thrown out at court recently.

The companies being used are just another extension of the bullies who run private car parks and try and extort people for the slightest error
 
I wasn’t aware that you could be fined for not carrying a poo bag. Most dog owners know the movements of their animal’s bowls better than their own.

The thing that pees me off is the dog banning orders on beaches which run from May-September inclusive. You can’t even walk your dog on the beach at 7am or 10pm. It’s bonkers.

It’s important to remember that these are not indictable offences, so the best strategy would be no comment and keep walking.

Perhaps necessary? Last week, I was in a busy town square, lots of people making good use of bench seats, in the morning sun, eating and drinking. Along comes a character, with what looked like a 1Kg bag of bird seed, sat on one of the benches, and proceeded to scatter the seed. Hundreds of pigeons suddenly appeared, the square was covered with them and various roof-tops. The people in the square, had to quickly move out, yet the guy was oblivious.

It's aganist the law to feed them, for a very good reason - they are flying rats.
 
I'm reasonably sure it isn't an offence to walk a dog without poo bags but as seems the norm with anyone who thinks they've a bit of power nowadays they'll make up whatever rules they like and leave you to spend your own time trying to sort it all out,

Unfortunately in that situation most individuals just pay up as it's seen as easier which just encourages the vermin to carry on.

It should be banned all year round, not just summer months!

I'll refer to my earlier comment about people making up rules, I don't see any judge enforcing a fine for failing to carry poop bags when the dog hasn't fouled in the area as no offence has been committed.
