It's Immigration and Customs Enforcement.

Trump has massively ramped up their numbers and is using them much more aggressively. He has recruited lots of paramilitary types.

Lots of people across the county are observing and videoing what they do, because often it is illegal. That is what Renee's wife was doing on the day she was killed. Renee was really just there to give her a lift.
