i don't know what it has been spent on, i wish i did! why don't you do a freedom of information request and see if you can keep that lead balloon afloat?
that is exactly the problem, they are exempt. they are allowed to spend it where they want too, which is another law they are exempt from. maybe that means they are doing great things for humanity but they don't want us to know how amazing they are. probably not though, right? you would have to be very naive to think so.

cost is irrelevant. money does not mean the same to these people as it does to us.
as for the planes that they are using, i have no idea. but only a year ago people were saying weather modification didn't exist, despite existing for over a century. one thing i do know is that con/chemtrails have changed a lot in my lifetime, and it is not normal for water vapour to hang around and slowly turn into a full grey sky the way it does sometimes. many people have done time lapses and regular stills to show this.
if i had a pound for every conspiracy theory that was mocked then turned out to be true i would be able to set up my own weather modification program.
reminds me of the 5 year drought in iran that was broken the day after they destroyed the US weather stations, yet people still try to claim it didn't happen.
we can bury our heads if it makes us more comfortable, we are all welcome to do that.

can you please tell me what "they" you are referring to? then maybe i can help you. i can't see the word "they" in the post you responded to. if you are talking about where i said "they are exempt" etc then obviously i am talking about ARIA. if you read the comment in full, slowly, it should become clear.
