There are some sick people in this country.

Mentally ill patients have always been locked away in assylums for years, for their own safety and for the safety of others. Only reason that they are not now is due to finanicial reasons. Modern drugs are all well and good if the patient could be relied upon to actually take them, if they don't take them then we have a load of lunatics living amongst us and putting us in danger.

I think I would have, actually. Then I’d have dealt with the person who threw him in although I understand he has special needs and/or learning difficulties so it’s his two lazy carers that would have been on the other end of my anger. What would you have done?

I know it might look good on your epitaph, but the first duty of a 1st responder is:
The first and overarching duty of a first responder is to ensure the safety of themselves, the public, and any casualties. Responders must assess the environment for immediate hazards and secure the scene before attempting any form of rescue or medical intervention.

When I was a child I had childish thoughts.

Looks like you’d just stand by and watch. Oh well, you find cowards in all walks of life.
 
It is a fact that now people are more likely to pull out their phones and film people in trouble rather than to go to their aid and help them.
