To change the UK's unwritten Constitution? No, but that didn't stop Tory PMs, and he can always seek a mandate.
He can simply press ahead with a new Act of Parliament.

So why do you think it was off-target? It can be introduced by an Act of Parliament. Parliament is supreme, and it's MP are representational of the electorate .
