Water drain pipe area

Hi, was wondering if anyone could help out? I have previously used mortar several times to seal and close the gaps/hole around my drain but it always wears off and crumbles off over time.

Anyone have any tips on how to make it last longer?

Cut away more material so you are putting a decent sized lump back. Soak and then prime the existing with cement slurry (unless you want to go and buy some SBR). Use sharp sand and a nice strong mix say 4:1 and keep the repair damp for a few days.
 
Cut away loose material and gun in some resin . Pipes are all short, to avoid splashing fix that first .

So pour in some sharp sand and then use the mortar on top?
 
OP,
You would do better with, say, a Sky Plastics Rectangular hopper head with a spigot outlet - code SPPT340 or similar.
Remove the present gulley head, & install the Rectangular head level with the surrounding surface.
Use a grinder to neatly cut the hard surfaace.
Extend your pipework to just above the grid or just below it - however you prefer.
Making good can be done with a semi-dry 3:1 sand & cement mix.
 
Ideally, extend the pipes so they discharge below the Grid but above the Water Line. If need be, use a Rainwater pipe Junction and direct one of the waste pipes into that to avoid too much congestion below.
