People aren't typically homeless due to the lack of accommodation. There are other dimensions. The local council have a duty to help anyone who has or is at risk of becoming homeless.

I've said on here before, the homelessness thing is multi-faceted. There was a tv piece a few years back on this. It followed three homeless people that were allocated housing, they were all sleeping rough. When revisited x weeks later, one of the three was still in the property. Of the other two, one had gone back onto the streets as they couldn't adjust to living in a property, the other had gone back to the streets as they were housed a good few miles away from their friends and wanted to be back closer to them.

On all the gas and oil extracted the headline rate of tax including windfall tax is 78%, that's the highest rate of tax on oil companies in the world.

£800m ending VAT on electricity
0.4% of GDP increase in foreign aid, circa £6 billion.
