How to access taps in a Whirlpool bath

Hi.
I have leaking taps in this Jacuzzi bath, and can't find access to the pipes under it. The taps definitely need replacing as I've tried replacing washers and the cartridge. Can anyone suggest how to get access underneath to replace the taps.

If it's upstairs you could maybe get in from a ceiling below, or cut a hole from a room behind. Access should have really been thought about when it was put in.

As above if on a external wall I've cut a hole through wall in past.
9in square hole in right place then I've made inner wall good with lump of 4in kingspan foamed in .
Make good external bricks or do like on attached pic to give future access.

Thanks. Opposite is another bathroom. I think best will be to access from other side and do as above for future repairs.

If you can see it but can't get to it - you can't fix it.

Do you think there is a risk of the floor it is sat on being rotten. It doesn't look like it has been very well installed to me
