The correct order to apply DPM paint to wall

Hi Guys

We have a wall it had damp patch, the wall paper peeled, the plaster crumbled, the mortar crumbled.

We have removed everything, now have exposed brickwork.

We want to apply DPM paint.

What is the correct order?

Brick Wall - DPM - 'Blind Sand' - Mortar - Plaster - Wallpaper - Paint

or

Brick Wall - Mortar - DMP - 'Blind Sand' - Plaster - Wallpaper - Paint

Can't cure damp?
You can fit dry rods yourself as example for rising damp or storm dry to wall to stop penetrating damp.
Depends where damp is coming from but better to fix the damp issue vs covering up

It's a small area about 3' x 4'. So DPM makes more sense.

Stick some insulated plasterboard over with foam with plastic anchors through.
The foam insulation will block the damp and stop cold spot condensation.

Old way was bitumen with sand then skim over with sand and cement with waterproofer in.
Plaster over.
