For the primer I mixed the sbr with cement till nice and green and not tooo viscous. But it does stick like mad, so as u say clean the tops asap. Although I found with mine I could use wire wool to get off...

you only have screed to go off then rather then the concrete and insulation board adhesive before applying the tiles..

This is true. But if it is a large distance from the boundary to the rails that will reduce the risk of affecting the operational railway.
I guess the main things they are worried about is affecting their foundations, making sure nothing will land on the line or could knock out the OHLE.
The words state, "within 10m of the operational railway"
I would take that to be within 10m of the closest running rail, not the land boundary.
How close is the nearest running rail to your boundary?
So it looks like it will be safe, as I guess it should be.
It just wont be as efficient a system as it could be with the boiler kicking in and staying on when its not 100% required.

I'm looking at installing the poly pipe overlay system in my 1994 property when i knock a couple of rooms together.
The boiler is a brand new ideal system boiler on an s plan with a non vented tank.
My understanding is that the there will be a new 2 port valve and thermostat to run the boiler...
