    although you may get away with leaving it on ,and some papers claim that the backing is fine to paper back over , I would always strip it all off and start again its the only way to be sure you've got a sound surface to repaper on :D

    if the putty is rock hard mate and not loose ,give it a good rub down and rub some more putty into the cracks ,once its had a couple of coats of undercoat and a coat of gloss it should be fine :D

    its your emulsion cracking on the caulk mate :wink: run a thin coat of oil based undercoat over where youve caulked let it dry for 24hrs and give it another couple of thin coats of emulsion and it should be fine
