    Thanks for the responses chaps, yes it would make sense that this was originally a double switch and I would like to return it to that as well.     mmm, not another switch, but this may have been a double gang switch before to switch on the hall light as this is by my front door, so the taped up two could be that. doesnt get me any closer, i seem to remember when i did just move the two connected to a switch as suggested in first comment it...

    No, the Timeguard device gets constant power from those two wires and then has electronic switch inside to turn on at dusk, with a manual override 'normal' switch on the front
