With the felt you have you will need an airgap between any insulation and said felt. No airgap is required between the multifoil and any other insulation used to back it up.
You could use sound block plasterboard but i'd be dubious over the benefits when compared to normal plasterboard...
I would be supprised if your BCO won't accept: felt / 50mm airgap / 50mm PUR / TLX (or Tri-Iso S10 etc) / counterbattens / 12.5mm p'board.

I'd create a cradle using chicken wire which you can fix to teh underside of the floor joists and put mineral wool in there.
I'd avoid using kingspan type stuff.

I'm trying to convert a basement into a habitable room and need to plumb a WC, WHB and shower up so that I can get them into the existing waste drainage system, which is obviously higher than they are.

It's less than 3.5m I was going for 150 x 50 SW rafters @ 400 Centres, so looks like I will be ok.
I've allowed for birds mouthing the joists over the top of the bearer plate so they sit on top of it.
Roof pitch is low at 15 degrees.
