    mitre joints

    As it sounds as though this is a one off job I would recommend that you use a jigsaw set at a 45 degree angle rather than a mitre saw or block. These last two don't often accomodate high skirting boards.

    Electrics in an extension

    It is fine to extend the ring main to accomodate your extension. However, I would check with the 16th Edition of the IEE wiring regs to determine the maximum length of cable and number of outlets for the ring. However, if the house and extension are not enormous then it should be fine.

    The only way to resolve the issue without relaying the driveway is to chip up a central drainage channel from the low point (your garage) to the bottom of the drive.

    What is the location of your bathroom? It sounds possible that the foul drainage pipe from your toilet could travel under the floor upstairs and to the outside wall. Inspection will be necessary by lifting the floorboards to check the pipe condition. Hopefully, you won't find any dead bodies...
