Trying to help my parents, who are at the mercy of their neighbours. Neighbours built a shed which completely enclosed the boiler flue. Boiler was disconnected by Transco. Neighbours claimed that they had adapted the flue and tried to charge my parents for this work. I want to know if this is safe or even remotely legal... even though my parents weren't consulted about this at any time and have had to install a new boiler as the old one was deemed unuseable. They are both pensioners and unwell, which doesn't help!
