To answer the original question, I don't think an outright ban on airshows would be a measured response. Whenever an incident such as this occurs, guidelines and regulations are changed accordingly, based on what the report finds. We can speculate in the mean time but that's not going to help...

That looks like zone 2 is being triggered. Is it a PIR, door contact or something else? There are many possibilities why it's triggering. If it's a PIR, maybe something like a spider, moth or rodent is triggering it. If it's a door\window contact, it may be failing.
