    Thanks for your input. It's a standard rad CBW but the WC rad is a small column rad and though I didn't mention it before (apologies) it suffers the same problem. Pipework wasn't renewed. However it's easy to expose and the last two rads (it backs on to the WC) are taken off close together...

    Further to the above I bought a new Flush valve and fitted it. The problem came from the cable to the push button which was not sliding freely through its sleeve and so would not allow the pipe to drop down. Why this should happen I don't know as nobody else seems to have this problem.

    Loft insulation

    No I don't think the rules have changed. Prevent any warm air from entering the roof space and ensure adequate ventilation across the space. Do that and you won't go far wrong.
