Would you agree that the lockshield needs opening more given the water going in is hot but the other side is a lot cooler (definitely a bigger difference than the 10-12 degree C I've seen is ideal)

Just moved into a new house that's about six years old having problems when opening the cold taps or flushing the toilet after a period of time. The problem only seems to happen if they've not been opened or flushed for an hour or so. If I flush in quick succession there's no problem.
