Non traditional lockshield

I've just turned the heating on today for the first time and noticed that a newly fitted rad is not heatimg up very well at all.

Its the only one on the system not working well. The flow in is hot but the outflow is barely warm so I'm trying to balance the heating system to fix it.

I'm presuming that I'm on the right track here?

Problem. Is that it doesn't have an ordinary lock shield. It looks unusual and wondered if anybody could advise on how it opens?

Thanks both for the rapid response. Much appreciated.

Would you agree that the lockshield needs opening more given the water going in is hot but the other side is a lot cooler (definitely a bigger difference than the 10-12 degree C I've seen is ideal)

If it’s not circulating then it could be. Is it hot to the trv or is the radiator hot too?
