I have single glazed aluminium windows fitted to the old sash boxes. This was the norm at the height of the aluminium craze. Can I remove just the aluminium windows and fit UPVC into these old sash boxes? One mate says he can do it for me, another says take boxes out.

The problem with any water based coating (like size) is that it breaks down if you saturate it (ie when stripping), so your scraper then digs in, doesnt happen with oil based paints/primers.
Sounds like you're not softening the paint enough. Sometimes its best to apply the stripper 4 - 5 times before going at it with the scraper. You dont have to be so heavy handed then. Patience on jobs like this saves time repairing later.
Why paper plasterboard? All plasterboard should be primed (preferably oil-based) before papering. You'll have a nightmare if you try to strip it now, scraper will dig into p'board surface. Try repairing bubles by slitting them with new blade Stanley knife & brushing in paste ... wait 5 minutes...
Hmmm, if the remaining paint is stubborn, I would prime the areas of bare plaster with thinned emulsion 20% water - then give the primed area a full coat of emulsion to bring it forward to the rest. You then have a uniform surface to fill edges/ridges and mabye consider 1000 grade lining paper...
