Quick update on this.
Had the water supplier round this morning. His flow cup measured 10l/min at the kitchen tap. I measured 16 seconds to fill a 2 litre bottle (= 7.5l/min) but he seemed to think his cup was more accurate (!).

Ultimately this is exactly what I've done. They're coming tomorrow and hopefully can confirm the flow rate at my meter (before any of my pipework). If it's crap there I'll try to convince them to replace their section of pipe.
They're running a pressure of 1.7 bar but with a flow of only 8l/min...
The guy a couple of doors down did a flow rate test for me and got exactly the same results. His house is the same age as mine (>100 years).
One thing to note is that the 7l/min is very consistent. I've never seen it drop to less than that unless I open two taps on my supply. If it was a main...

The water company is coming on Monday to measure flow rate at the meter. Hopefully it's as bad as indoors and I can convince them that it's bad enough to warrant replacing their tap off the communication main.
I have poor mains water flow rate in my house.
I've just renewed all of the internal pipework in 22mm copper leaving only 3m of 1/2in steel pipe between the meter and the new stop tap (22mm full bore lever).
Static pressure is about 1.7 bar but the maximum flow rate I can achieve is ~7l/min...

Interesting idea. I was actually thinking that after the door in the floor is completed I could build a storage unit on wheels to fit into the lowest third or so which would otherwise be dead space. Thing is we do need to get into the cellar a fair amount and I'm worried that I'm actually making...
A metal frame would be an option (a grinder and paint makes me the welder I ain't) but not sure how the hinging would work. With timber I was thinking soss hinges so that they're flush when the door is closed.
