Lots of calculations and unknowns. If it was me I would be liaising with your local water board, before starting anything, as they will have figures relating to the mains pressures and even plans of the existing mains supply. :D

It could be your mains stop valve (in the house) is not shutting off fully and the washer needs replacing. Failing that fit a new one. Even if you blow down the pipework if the stop valve is letting by water will return. :)

You will still have the same problem of a lack of incoming mains flow rate, to service all the outlets. You need to upgrade the supply from the main stop valve outside the property I'm afraid, or change over from the combi system.

In that case it could possibly be the 'Pressure Relief Valve' on the boiler, which is letting by. May be worth having it checked out. It could just be the valve or another fault wihch is activating the PRV.

Although you have a combination boiler the toilet still could be fed by a tank in the loft. If you have turned the mains off then check to see if the cistern is still filling up. You do not need a backing to a wall hung toilet. Just follow the installation instructions for fixing and use a silicone seal round the edge.

As long as it is temporary it will be fine otherwise the pipe will build up with waste deposits and become blocked.

It is a motorised valve which switches the flow between hot water and or central heating depending on demand. If it is leaking at a joint then you may need to drain down the system to that point to rectify the problem. :)

Your boiler is set for a certain flowrate at a set temperature. If you exceed that flowrate by turning the hot tap fully open then the boiler cannot reach that temperature. By reducing the flow at the tap the boiler can heat the water at the temperature you want. :)

Is your hot water cylinder heating up? Also look up stairs and in the loft to see if there are any pipes which may have air vents on them. If a pipe rises and then drops down then air will hold up the flow.

You mean you have a conventional boiler with a hot water cylinder and two tanks in the loft. Do you have a pump, room thermostat, cylinder stat, motorised valve(s) or lever. More info required even pics will help :D

Could be the way the pump has been installed. Any pics of pump and cylinder may help.
